They are headlight washers. When the headlghts are on pull the windshield washer switch. It activates both windshield and headlight washers.

the pump for the washers is contained in the reservior which is located on the right side of the engine compartment right by your coolant reservior. the sprayers themselves are just tubes that run up your windshield wiper arms.

The windshield washer pump is in the middle on the reservoir right under the hood. and you need no tools to change it.
