Pull the gauge cluster out and use a low volt solder iron, and re-solder the points where it plugs in to the cluster, just heat it until the solder starts to melt.

The relays are located on the driver side inner fender... I heard that you can take the horn relay out and change it with the fuel pump relay and if the fuel pump works and horn doesnt then you know that it was the relay... Fuses are easy to check, just look at it, if it is broken then its the fuse.
Try turning the key to the on position then back to off 4 times, then press the driver's door lock button. You should hear a chime if it works.
