The primary reason for the War of 1812 was that Great Britain issued trade restrictions which interfered with the United States' business relationship with France. Another main issue was the forced entry, most often referred to as impressment, of American citizens into Britain's Royal Navy. The last core issue of concern is that Great Britain was aiding American Indians who were up in arms against the people of the United States. The War of 1812 was critical in the United States of America's establishment of independence internationally, as not many at the time expected the fairly new country to stand up against the nation of its origin after a series of insulting actions by the latter.

The most he/she can do in that respect is to request a declaration of war from Congress, to legally persuade members of Congress to vote for the declaration, and to request others to legally persuade members of Congress to vote for the decalration.
