You can't. You will know if they BLOCKED you when their status becomes offline with an "?". If they only deleted you you will still see their online status.

One easily overlooked and very simple solution is that within skype you are 'offline'. When you are trying to dial and it is not working, go to the top left corner of the page. There are a number of tabs there. One simply says 'skype'. It has a little drop down menu on it. You will see what you need to do. For some reason, on some computers skype installs and is 'on line', while on others it seems to install offline. So before you check firewalls and ports and all of that, check to see that you are actually on line. Strangely, it is even possible to access the skype help page via the internet and still be offline.
