That is the turn signal switch & actually it move up & down when you tilt the column. But when you move the turn signal handle up or down it moves a small wire inside a casting that actually works the turn signal switch.
Personally you can not rebuild a steering colum you have to find a professional.

A steering roll connector is the piece of the steering column that connects the column with the steering wheel. It is not a big piece, but plays an important roll in safety and vehicle control.
take out the dash drop the steering column there you are. or i read of a guy cut a10 -10 on the firewall and bondo it back.

It could be on either side, but the turn signal lever is almost always on the same side of the steering column as the steering column is on the side of the car. Earlier cars have it as a twist grip on the end of the turn signal lever. Newer ones often have the control as a separate lever on the opposite side of the steering column.

The clock spring doesn't control anything. It is used to connect the switches located in the steering wheel to the wire harness inside the steering column.
