On a 1999 Ford Taurus Why does the HVAC blower keep running after the HVAC is turned off and the key is off?

There should be a relay for the fan motor, it will probably be in the fuse/relay box under the hood. If the contacts of the relay get burned they can weld themselves together and the fan will never turn off. The relay pulls out and can be easily replaced, usually costs around $15 - $20
