Being that all the speeds do not work I would check the switch in the dash. I wouldn't be surprised if you found the connection on the back of the switch melted. The blower motor speed resister could be bad but generally when the resister goes bad you still have the high speed function.
If it works on some speeds and not others, the most likely problem is a defective Blower Motor Resistor Pack. It is located near the blower motor.
DON'T turn it on.
Blower motor resistor is the most common problem. it is held in by 2 screws under the glovebox area. Easy to replace.
