You need to upgrade Tom Nook's store to Nookington's. To do that, you must spend a certain amount of Bells each time. Nookington's is the last upgrade possible. Harriet is a pink poodle who works in a salon located in Nookington's. You can get certain hairstyles but I'm not quite sure how to get your favourite.
