Another way to get it is to buy the Sivering Isles DLC then go to the hill of suicides and help all the ghosts (i think by getting their skulls)
after you help ALL of them you should get rewarded a Reanimation spell

No, the enchantment only lasts 30 seconds, if you have the shivering isles epansion, you can obtain a greater power called RISEN FLESH to reanimate people for 60 seconds. When the spell wears off the person will die again, you reanimate the same corpse multiple times. Hope this helps.
