"Sparking" When Connecting a BatteryWhen sparks occur on connecting a battery [IF the cables are connected to the proper terminals and in the proper order] is an indication that some of the electricity using devices [clock, computers, etc.] in the vehicle's electrical system are drawing electrical current.IF the battery cables are being connected properly, this sparking is normal, causes no damage, and is nothing to be concerned about.
The idle control valve is on the left side of the intake manifold right next to the throttle body. A short hose connects from the valve to the intake air tube in front of the throttle body. The valve has two adjustment screws: one for normal idle and one for fast idle, such as when the a/c is turned on or the power steering is turned.
Do you have cruise control? I had this happen on my 97 GMC pickup. For some reason the cruise control cable was interferring with the normal throttle cable even when it was off. The one cable runs right beside the other. Even with the cruise off, it still did it....and sorry to say I didn't get it fixed. I was just offering you a primary poitn to begin your search. I lubed both cables and spring attached to the throttle blade. It helped a bt but like I said, someone bought my truck before I got a chance to fix it.

If I understand the question, the accelerator pedal feels like it is "stuck" when first applying pressure, then once it has "let go," or "breaks loose," it operates freely through the rest of its travel arc.You also say "it was not the cables." I don't know how you know that, but assuming the cables are not binding, another possible cause is a misalignment where the cable from the accelerator pedal "goes into," and attaches to the carburetor or throttle body.Also, the binding could be in the pivot for the accelerator pedal itself. This could be the result of a "burr" or misalignment of the shaft to the pivot bracket.These are the possibilities I can think of, but there are probably a few others someone else can think of.Answer 3- If the cable is not kinked or damaged the cause of the problem is excess carbon buildup in the throttle bore or intake,underneath the throttle plate. When the pedal is depressed,the cable actuates the throttle plate,and sticks on the built up carbon layer in the throttle bore which restricts free movemment of the plate. Remove throttle body from top of engine and clean this buildup from under the throttle plate and reinstall. This will restore normal operation of throttle plate.The sticky pedal on my 2000 Safari was caused by the throttle plate wearing into the throttle body housing found this after I changed the cable I sanded the burr off the throttle plate lubed the cross shaft and return spring and it never stuck again.

The Alfa Romeo 156 does have a throttle cable. However, not much can be done with the adjustment. The EDU will eventually return the engine to normal idle.
