When you hit the brake hard 2 times in less than 3-4 seconds it is normal, because the pump doesn't have enough time to build up pressure.
If there are at least 3-4 seconds between the first and the second pressing of the pedal and you still have this problem, may be the pump isn't working well.

It is on the steering column, but those rarely go bad. In fact, I have never had to replace one. Almost always it is because you have no brake lights. Possibly a bad brake light switch.

Most often a brake repair simply involves replacing the brake pads. If the pads have worn too much though the rotors or drums will also need to be resurfaced or replaced. In more serious cases the master cylinder that controls the brake pressure will be replaced. Brake lines rarely if ever need to be replaced.
The brake light fuses can be found in the fuse box. The brake light fuse will be in the second column, fourth from the top.
