If only one wiper is working then you have a linkage problem. There is an arm that runs from one side to the other. It has bushings that wear out. You can also have a stripped spline where the wiper arm hooks up.

Well on the wiper arm at the base there is a cover that hides a bolt, check make sure its tight, also the splines are in good condition.
Had a problem the same. One of the pivots where the wiper arm attaches in the drive assembly attached to the wiper motor had ceased. Used assembly, motor and transmission arms $125

Sound to me like your wiper motor is out. The water pump is totally separate from the wiper motor. Good Luck!!!
