In Islam divorce is not forbidden. However, it is only permissible as the last option if there is no other way in which the marriage can be saved as the prophet peace be upon him said ' the most detestable of all things permitted is divorce."

when a man is to have a divorce 'talaq' he is to wait three months 'idaa period' to assure that his wife is not pregnant and to try to save the marriage. the women is to stay in the husband house but in different rooms unless she wishes to leave.

Can a woman ask for divorce because he does not pray and is not a practising muslim he only fasts?

A woman, under Islamic Law, can ask for a divorce for any reason she wants. In the time of Muhammad, a woman came to him and said that she wanted to divorce her husband because she gets unhappy every time she looks at him. She said she just does not love him. The Prophet (peace be upon him) told her she could go ahead and divorce him. If a man is not praying; intentionally and denying this Islam pillar on purpose; then the marriage should be dissolved because he has essentially left Islam and is expelled from Islam faith by Islam rules.

How to initiate a divorce in Sunni Islam according to Islamic teachings?

In Sunni Islam, a divorce can be initiated by the husband through a process called "Talaq." This involves the husband pronouncing the word "Talaq" three times in the presence of witnesses. A Muslim wife can not reject her husband like this. He has rights over her in Islam, just like she has rights over him in Islam. If she no longer wishes to be married, then she must seek a divorce through her imam. But she must have reasons for the divorce.

In what place can you divorce somebody by texting I divorce you I divorce you I divorce you three times?

Perhaps in a Muslim state. I believe you are referring to 'talaq'. It is my understanding (please note that I am not a scholar of Islam), that a man of the Muslim faith can divorce his wife by stating "I divorce you" and upon the third and separate instance, the divorce is final. The interpretations of the laws seems to vary, but some accept the proclamation in writing and others do not.
