no that only means that the low side (suction) of the system is working properly. the low side is and should be cold or wet from condensation the high side or (discharge) side should be hot and should not be touched system should be working fine. if the suction side ever gets hot then that would probley indicate that your out of free-on and should have some look at it
No, The refrigerant within the system is on the inside of the pipes and the water condensing on the coils from the moisture in the homes air and running out of the drain is on the outside of the pipes.

If the basement has ventilation to outside, the answer is yes. Heat loss from the pipes will escape outside the house. If the basement is closed to the outside then no, the pipes need not be insulated. Any heat lost from the pipes will provide some heating to the basement that will rise into the house.

Outside diameter
High water pressure could be the reason for pipes to rattle when you turn on the outside sprinklers. You may need to have a reducer valve installed.
Your answer depends on who owns the pipes. Read your governing documents to determine ownership, which in turn, will indicate who is responsible to insure.
Answer Most air conditioners blow cool air at first till the pipes that carry the cool air turns cold, then you get the cold air. If you are getting hot air then perhaps your Freon is in need of re-charging. That would be a good first step in finding your problem. If after re-filling your Freon you still have problems you might want to check for leaks, but this is better done by Air Conditioning garages.
yes, if the trans fluid is hitting the exhaust, but not out of the pipes coming from the outside of the pipes.

Pipes? You mean tobacco pipes or just regular pipes? I don't think you'll face any punishment if there were no drugs... If you mean regular pipes, did you steal them or something? Was there a fight? Be more descriptive with your question, otherwise there will be no reason for you to get punish just for leaving your backpack and pipes outside your house.
