this phrase basically means that the welfare state/system is allowing people to think and so forth fully rely on the welfare benifits to support them through life from the cradle to the grave without them having to do hardley any supporting of them selfes

My opinion on the matter is that parents shouldn't be abusing their children anyway, but i think that parents that are drunks or druggies abuse their children more than a parent who is stressed or depressed.

Children do not think about their parents as adults think about other people. Most children (unless grossly mistreated by one or both parents over a long period of time) simply love their parents. The child would do anything to please their parents and get praise from them.
