Financial oligarchy is a system where a small, elite group of individuals or institutions control a large portion of a nation's wealth and influence its economic policies. This concentration of wealth and power can lead to inequality, corruption, and disproportionate influence over government decisions.
Usual responsibilities of this level of government which are not granted to lower levels are maintaining national security and exercising international diplomacy, including the right to sign binding treaties. Basically, the central government has the power to make laws for the whole country, in contrast with local governments.

The Conservative Party of Canada, as it presently exists (i.e., out of a merger of the Canadian Alliance and the Reform Party of Canada), has formed the Government of Canada since Febraury 6, 2006. As the party was created on December 7, 2003, it has only formed Government once (although that Government has now spanned three Parliaments).
The national government was unable to solve its financial problems, because under the Articles of Confederation, the government had no power to collect taxes. This was one reason why many favored a stronger national government.
