I would check my passenger door seal, the windshield seal, and also the drainage for the grills in the area in front of the windshield.
24" on the drivers side an 19" on the passenger side. I recommend the Rain-X Fusion wiper blade. I have them on my 2004 Accord right now and they are excellent blades.
26" for the drivers side, and 19" for the passenger side. The factory wipers are similar to the Bosh Icon or Rain-X all weather blades.
My guess is that you have a hole in your floor pan on that side all it takes is a little hole and a lot of rain and your flooded, try looking for the hole it should be visible..
Would that be when it is raining ? If so you need to caulk around the vent in the fire wall area. If not from rain, then the heater core is leaking, and you will be losing coolant.
It is possible for a speedometer to go on and off on a 1995 Honda Accord because the parts are worn out. A new speedometer mechanism may be necessary. Also, check to see if there are any loose parts. Rain and debris from a roadway can cause damage to the speedometer cable.
It sounds like the gasket is bad. I think the only place you can get it is the dealership.

Check for humidity in the distributor cap. Most Hondas had a gasket that was at the base of the distributor and they can dry and crack with age, or not be replaced during a routine tune-up.
