Ph level in pool is fine but the Cl level is off the charts How do you fix this?

Cl- too high? Wait a few days for the sun to burn it off. You could drain the pool and add some water, but that would be silly (imo). Cl- too low? Add liquid chlorine. Shock the pool if necessary (although shocking only gives a short-term boost to chlorine and adds to TDS).

Firstly you find out how the DE got into the pool - must be a broken filter pad. Fix that, then vacuum the pool. No point vacuuming before you fix the filter problem, or the DE will finsih up back in the pool.

As the level rises it becomes noticable, however most complaints about chlorine smell are due to chloramines (even in a clear & clean pool), chlorine molecules which are bound by swimmer wastes and/or bacteria introduced to the pool. This problem can be confirmed by a reputable pool shop by testing your water. Fix it by oxidising your pool regularly during the swimming season and let the pool breathe by removing the cover for the following hour or so.
