Standard fuel capacity of the Eighth Generation (1995-1999) was 20 gallons.
If you are on ice or if you press on the gas hard then that is normal.
what is the problem? Poor gas milage? You need to give more input on your question.

Does this happen all the time?
well if a diesel truck got GAS mileage :)lol well i have a 7.3L motor in my 95 and its not the best but i could be worse the best thing is buy a Edge EZ chip that will help your fuel mileage and give you extra horses plus after awhile it pays for it self
Actually, according to my owner's manual ('95 Riviera), it's 20 gallons. a zillion gallons I think it's somewhere around 18 gallons. Don't quote me though. I just bought my 1997 Riviera and the dealer put a couple gallons of gas in it before I left the lot (gas light was still on, was basically bone dry before he put gas in it). It cost me $33 to fill it at $2.05 a gallon. That's 16.1 gallons that I put in it myself, so if I'm correct that the dealer put in about 2 gallons the capacity is 18 gallons. I'm pretty sure the 95 and 97 have the same tank, not positive though.
If its anything like my 95 Riv then you can get to it from behind.
49 miles up I-95.
