Thermo fans have a basic way in which they all operate. A fuse, a switch and a fan. Check the fuse first, the make sure the fan turns freely and is not seized, and if still not working you can bypass the switch by joining the wires on it together. If the fuse blows immediately then the fan is the problem. if it starts working then the switch is faulty.

How do you keep an engine cool?

You don't need to keep your engine cool, Your car has a radiator system that will pump water/coolant to keep your engine cool. If you're engine is overheating, have someone who knows what they are looking for pinpoint the cause of the problem.

Why does the engine cooling fan run on high speed after engine has been idling?

because when car is sitting still and at idle you do not have "air flow" coming into radiator to help cool it as you do when you are driving. So fan compensates for this higher engine - antifreeze temperature to try and cool it off it has to work harder.

If a 1998 Mercury Cougar heating system does not blow hot air but there is plenty of coolant in radiator what could be the problem?

Plugged heater core maybe. Maybe the thermostat. Coolant keeps your engine cool under duress. If the thermostat is stuck open, the engine is staying too cool. Your heat is run off of your engine temperature.
