because when car is sitting still and at idle you do not have "air flow" coming into radiator to help cool it as you do when you are driving. So fan compensates for this higher engine - antifreeze temperature to try and cool it off it has to work harder.

You are not giving enough information to get a reasonable answer. It's like asking why it won't start. Any, and I mean any, detail would help. Are we talking about the engine cooling system? What are the symptoms that bring you to the conclusion it is overheating? Have you checked the coolant level? What year and size engine? Does it overheat only when stressing the engine, like climbing hills? Does it overheat only in traffic and okay on the highway? Does it overheat when the car is idling? Has the head gasket ever been replaced?

The engine hourmeter on the Silverado/Sierra pickups will give the total run time of the engine including idling time. There is no direct correlation to the milage showing on the odometer. The comparisons you can make is if the hours are extremely high and the milage is low then you can assume that the engine has been idling alot. Alternately, if the hours are low and the milage is high then you can assume that the vehicle has a lot of highway miles on it.
