Public displays of affection, or "PDA's" are being overly affectionate to a boy/girlfriend etc. in public. Examples are holding hands, kissing or any other amorous behavior. Basically being any more affectionate in public than you would be with a friend.

Don't do anything you wouldn't go in front of your Mother. Alternatively, pretend you have a 4 y/r old child , and have to explain this behavior to them when you see someone else doing this in public.

They want to show off how happy they are to other people

There are many cultures where holding hands, casual (and appropriate) touching, a small kiss etc. is not looked upon as offensive.

Most people who engage in this sort of thing are young and "very much in love." Which tends to make the oblivious to the rest of the world.

In the early teens, some couples like to "push the envelope" as part of the "I'm a grown-up and I can do what I want," phase.

In places where there are mixed cultures, this sort of behaviour can and does make some people uncomfortable.

Part of the basic manners parents teach their children should be the boundaries of appropriate behaviour, and although you personally may not be comfortable with the PDA of a couple, as long as you are living in an area where the behaviour is "common place" or "acceptable" you have no real recourse to correcting the behaviour of others.

That said, if the PDA crosses the boundaries of propriety, then those engaged in it should be, quietly and discretely advised of their transgression, by someone in "authority".

As well, those traveling, visiting or living in more restrictive cultures and countries, should be aware of the "rules of behaviour" and make efforts to comply. As they say, "When in Rome, do as the Romans."

It could be anything from holding hands to making out. Any time you show affection to another person in public, even if its hugging your mom, is a public display of affection.
