OC stands for Open circuit and means you must replace the sensor mounted at the front of the truck. Easy fix as it is in the middle of the truck by the hood latch in front of the radiator. It has a connector inline.
the temperature fuse is located under the hood. in the big box that says FUSES.
The outside temperature gauge says ICE this morning (AM) because it may be icy outside. Also, the temperature outside may be below 32 degrees, which is freezing temperatures.
I have a 1999 Oldsmobile Intrigue. The rearview mirror on my car has twin maplights, and on the back it says "Donnelly IE 8012001". I just re-glued my mirror to the windshield after it fell off. Some other cars use a screw to attach the button to the mirror, but this mirror does not. Instead, I used a flat-head screwdriver to pry the button out of the mirror -- be careful to not to hurt yourself or the mirror. After prying the button out, I studied the mirror, and there doesn't appear to be any other way to remove the button. When gluing the button to the windshield, be careful to figure out which side and orientation the button needs to face before gluing it to the windshield.

Unplug the coolant temp sensor and check what the gauge says...If it falls to cold, then the sensor is at fault. If it stays, then the gauge is either faulty or the contact points on the back of the gauges need to be cleaned... I have the same problem with my '02 Trailblazer. I think it means open circuit, I asked the dealer when I was there for an unrelated matter and he suggested replacing the enitre mirror for over $400. Needless to day I did not. For a while mine would read OC and then read the temp. I'm guessing loose wire somewhere, but don't know where any of the wires are. Replace the remote sensor unit. This is creating the Open Circuit. Common problem and easy fix.
What kind of temperature gauge? If it is a bodily thermometer, the thermometers probably have a maximum temperature they can actually measure, that or whoever designed them knew that above a certain temperature you would just be dead, and thus instead of reading 150 degrees it just says hot. I can't think of another thermometer that would just read out "hot".

The engine coolant fan can keep running after the engine is turned off in any car because the temperature gauge is in the radiator. As long as the radiator is still hot, the fan will keep running until the temperature gauge says it has cooled enough.
Could be a bad thermosat. The smoke could be from where you dripped oil onto the engine.
