Sorry I can't answer the question, but I have exactly the same thing and mine happens when I have been playing Golf on a particular course. So I have put it down to a reaction to either some weed killer they are using, or a plant that grows there and I get this reaction from it.......I tried using a barrier cream on my ankles but it hasn't worked. Next I'm going to try longer socks. I can't wear trousers as it's far too hot where I'm playing.
