Remove the screws in the wheel wells and underneath the plastic cover to remove the bumper cover. Then you can see to remove the actual bumper.
I just did this last night on mine. There is a plastic cover on the top of the bumper. You have to remove that to get to the bolts underneath it. Its a real pain to remove it without breaking that plastic cover you have to crawl underneath it and squeeze the plastic clips together one at a time. After you remove that, you can remove the bolts under it. There are more in other places, but I forget where, I'd have to go look again.
There are two ten mm bolts on top in the plastic header panel which must be removed. There are two more under the bumper cover. You must remove the bumper cover to access them.
First remove the bumper cover. You need to take off the front grill to get at the plastic retainers that hold the top of the buimber on. There are about four retainers on the bootom of the bumper.

Not Necessary but helps a lot: Jack the front of the car up on both sides and remove the front wheels. Remove the bolts that hold the plastic fender well up. If you look at the seam where the front bumper cover meets the right front corner panel (one's metal and one's plastic) there are more bolts to remove. Pop the hood, and remove the push locks that hold the plastic bumper to the metal frame in front of the engine on top of the radiator. The front bumper cover should fall off (if you don't want it scratched lay a towel down in front to lay the bumper on. The headlight is fastened by three bolts. The top one is obvious and is on top of the slam panel. The other two are behind the bumper, under the headlight. To get at them you have to partially remove the bumper cover. Remove the plastic plugs holding the front part of the wheel arch cover. Undo three cross head screws securing the cover to the bumper underneath. Remove three 10mm bolts holding the bottom of the bumper cover. Remove two bolts at the top of the radiator grille. There may be a plastic rivet in the centre of the radiator grille to the bumper iron. Reach up inside the wheel arch , pushing the cover aside and remove a self tapping screw securing the top of the bumper cover to the wing. You should now be able to free the bumper plastic and push it away from the bottom of the headlight. There is a small gap between the bumper iron and the headlight. Using a thin extension and10mm socket reach in and remove the bolt. The bolt at the side can be reached the same way or from the side using a ring spanner. Once the three bolts are removed, the headlamp can be eased out and the wiring unplugged. It may be better for access to remove the whole bumper, complete with bumper iron.
You have to take out the bumper. Just take out the screws that are in the fender, take out the plastic cover that it is under the car that is attached to the bumper, take out the clips of the plastic grille with the Honda logo and pull the bumper. Don't apply to much force. When the bumper is out you will see the other bolts to remove the headlight.
