Try using WD-40 or a product called Knok-R-Loose. Clean as much dirt and crud as you can off the nut and bolt and spray it generously. Let it soak well and then remove the nut with a socket and ratchet. If nut is still frozen, repeat spray and let it soak again. Re-do the socket and ratchet removal but this time also use a twelve to eighteen inch cheater pipe on the ratchet handle, A cheater pipe is a one-inch diameter pipe which fits over the ratchet handle for added leverage. If that fails, the the nut and bolt will have to be heated with a torch in order to remove the nut.
When re-installing the nuts, grease the threads on the bolt or use an anti-seize compound for easier removal the next time.
IF THEY STILL WONT COME OFF, GO OUT AND BUY THE CHEAPEST IMPACT WRENCH YOU CAN FIND, IT WILL HAMMER AND SHOCK THE BOLT SO IT WILL FREE UP.
check to be sure the blades have free movement. usually if you have this problem it is caused from something stopping the blades from rotating therefore it stops the engine

If you are saying that the mower shuts off when you engage the blades (or put the lever for the blades in the up position) then the most common problem is a bad seat safety switch. This is located under the seat. It has two wires going to it.
