Article I of the Constitution covers the legislative branch of the Federal Government, which is Congress. Article I establishes how Congress is structured (House of Representatives and Senate), how representation in each house is determined, the qualifications of office for Representatives and Senators, how a bill becomes a law, the rights, powers and immunities of each house and/or its members, that a census must be taken every ten years, the powers of Congress, the powers denied to Congress, and the powers denied to the states. Article I is also where the Great Compromise is found (concerning representation), as well as the now-defunct Three-Fifths Compromise, which declared a slave to be three-fifths of a white man for purposes of representation in the House of Representatives.
The physical size of states, small or large, was irrelevant.The size of their populations, however, determined their representation in the lower house of Congress. So states with larger populations are better represented in the House, where the number of representatives is apportioned by population, than in the Senate where each state is represented equally by two Senators.

It already does. That's how the membership of the House of Representatives is determined.
The Great Compromise stated that representation in the House of Representatives should be determined through population. While the Senate would have an equal number of representatives from each state, the House of Representatives would include one representative for each 30,000 individuals in a state.

In the Senate, each state gets 2 representatives. In the House of Representatives, the number of representatives per state is based on the population. This is determined from the census every ten years.
In the United States, representation in the House is based on population, as determined by the Census. Which is what makes the Census such a big deal; with a fixed number of representatives, if one state loses population while another gains, that state may lose a representative to the other state!
