Canada has never been officially communist. However, the Liberal Party has often taken the parts of communism that they have found more juicy (such as heavy taxes and gun control) and used them. The closest Canada has ever been to becoming communist was when Pierre Trudeau enacted the National Energy Program, which involved rich provinces (namely Alberta) redistrubuting their surpluses to poorer provinces. There are four communist parties and several communist movements in Canada. The New Democratic Party is the most powerful.
In general there are mainly two communist (socialist) states where all the political power is consolidated by one of the communists parties, (Since the cold war the communist party of India has broken apart into many other smaller parties, the largest are predominently the Maoist and Naxatile parties, which follow very harsh socialist principles similar to those in Stalin's USSR.) are Kerla in the South and West Bengal which borders Bangladesh. West Bengal is the 2nd most populated state in India, and in many instances, the communist party torture anyone who they see as a threat to the communist regime. However, unlike West Bengal, Kerla is a sparsly populated state, with the highest literacy rate in India. Although mitigated economic growth is imminent, the people of Kerla generaly live better lives than those in West Bengal. Many other states on the East coast of India are also ruled over by the communist party or are having severe problems with Communist insurgency. For this reason, most of eastern India, though containing more than 2/3rds of India's population, remains reletivly economicaly undeveloped, only exceptions are Tamil Nadu, and Ahndra Pradesh. The States where the communist party holds a democratic majority, usually by corrupt means, are Chattisgarah, Bihar, Jharkland, Orissa, Assam, and Arunachal Pradesh. These states are for the most part over-run by the communist party and run their state, similar to how West Bengal does. In these areas, political instablity is very high, and rioting may happen occasionaly against the Communist governments. The States that are experiecing communist insurgency are Kerla, All States on the East Coast, and the Pan-handle of India. Insurgency is spilling out of Bangladesh, Nepal, and China. All though in some of these states, the communist party maintains a strong hold onto it, and by democratic means in some instances, the Indian federal government has classified these states as over-run by terrorists.
