"Richest" is such a vague word that could mean several different things, but if it is about economy that you are talking about Mexico City outweighs the economies of any other cities in Latin America. Mexico City has the highest GDP at Purchasing Power Parity (Aprrox: $315 U.S. dollars at the 2008 exchange rate) and the highest GDP Per capita at about $22,000. Hope this helps you out!
