the gov does play an imp role in disaster management as the support during & after the disaster is mainly from the government , the providation of food till giving living space becomes the main load and question for the gov to which the gov often replies very efficently

(2) THE COMMUNITY
The community as an institution in itself is emerging as the most powerful in the entire mechanism of disaster administration. It can reduce the damage caused by the disaster. Awareness and training of the community is particularly useful in areas prone to frequent disasters.
e.g: Othe Village Task Force formed in villages of Andhra pradesh (South Indian State prone to tropical cyclones) by the Church Auxiliary for Social Action (CASA). The Village Task Force has been trained in emergency evacuation and relief within the village. It is elected by the people themselves and during disasters it serves as the nodal body at village level which has to mobilise resources for the community and disseminate necessary information passed on by the outside agencies.

maintenance of accurate records of the kind of disaster, its geographic extent, havoc wrought, loss of life, estimated loss, remidial measures taken and frequency of occurance.

Dispensing with formalities and red tape before treatment starts.

Open uncluttered to and from disaster prone zones for quicker reach of help or quicker evacuation.

Strict control on the settlements in and around a disaster prone zone.

Competent persons to handle logistics for quicker transportation of men and materials.

Separate courses at universities on this subject.

Dispensation of funds to field Staff with electronic speed.

These are some of the measures that are a must.

They should have a moderate role, with the city and state governments preparing for their people's immediate needs. The Federal government should be aware, though, of any cracks in the state's ability to care for the victim's health and wellness and be adequately prepared to step in if needed. It should be the Federal government's duty to maintain close watch on potential disaster situation for early detection and response time.

Well in an ideal world where Tsunamis and other natural events occur and can cause catastrophic loss of life and property. The government should be organized to address and set in motion federal and or provincial response to any occurrence, where the primary action is rescue and preservation of life. Secondary response would be sustaining life and protection of property at risk. Third response would be remediation of essential services to allow for the return to normal operations. That's in an ideal world, where people look after people, the triangle of people before places and places before things.

Reality bites, not everyone wants to get involved and when a country is top heavy with government agencies over seeing government agencies nothing happens as quick as it should. The losers in this batter for control is generally the person sitting on there roof in the pouring rain or the person under 12 feet of rubble. Response needs to happen at the local level, starting with your fire department, ambulance and paramedic crews, search and rescue teams. These folks need to know you care and support them, because when you need them they are the first on scene.
