It could be a fungal infection, such a ring worm. I'd get it checked out by a dermatologist.

(It could also be dry skin, I had a similar issue, dr thought it was ringworm, but sent me to dermatolagist before giving me the dangerous medicine. Thank goodness! It was just "round" dry skin. There's a special name for it that I can't remember. Looking it up on the internet, I think it was discoid eczema. I put some special lotion on, worked on keeping the house humidified in the winter and all was better. I've had a lot of regular drs misdiagnose skin conditions--go to a dermatologist!)
