Go to the Grand Exchange (northern part of Varrock), talk with Brugsen Bursen for an introduction, then simply place your offers, to buy or sell things. The basic principle is that you can buy something if some other player wants to sell it, and vice versa. So if you place a purchase offer and at that moment nobody has a pending sales offer (compatible with your price), you may have to wait a while.
