The House of Representatives can impeach a president with a majority and the Senate can remove a president from office with 2/3s of the vote. If actions are unclear or just suspected, they can launch an investigation to get the full details.
The Confederate state of Mississippi offered Jefferson Davis the position of major general. This was just prior to the Confederate Congress naming Davis the provisional president of the Confederacy.
The officer who presides in the absence of the Vice-President is called "President pro tempore," an officer chosen by members of the Senate, usually the most senior senator in the majority party. The phrase "pro tempore" means "for the time being". Normally, neither the Vice President of the United States nor the President pro tempore presides; instead, the duty is generally delegated to the junior Senators of the majority party to help them learn parlimentary procedure, since most of the time the major function of the person presiding over the Senate is just to rule on points of order.
THe only real limit is the required consent of the Senate. This is just another check in the series of checks and balances between the divisions of the federal government. Also, the 100 people in the Senate may know or find out things about a candidate that would be unknown to the President and so block an undesirable or controversial candidate.
