The Honda Ruckus is a small scooter, which the company consider to be perfect for short distances and city riding. It only has a 49cc engine, so is not going to be a high-speed vehicle. In addition to the small engine capacity it has been designed with city road use in mind, so off-roading is almost certainly out of the questions, as is speedway.
Yes, the Ruckus needs a class M license, aka Motorcycle license. New York looks at Top Speed AND engine size. The 49cc engine is fine, but the top speed disqualifies the Ruckus as a class B moped (Limited use Motorcycle). The top speed puts the Ruckus at the low end of Class A --- Full Motorcycle; and Full License.

It depends on if it's a Chinese engine (slow) and not including Honda. If it's a real Japanese engine it should go around 70-85mph i have a 110cc engine that can hit around 60-65.
