Should I give my 4mth puppy beer to calm her so I can dip in mange dip and bathe because she's scared of water and dip cannot get on my skin or her eyes?

No, you should never give alcohol to animals. Also, there shouldn't be any need for mange dip. Most mite infestations can be more easily treated with injections by your Veterinarian. If the only possible treatment is some sort of dip and the puppy needs sedation to complete the dip, both the sedation and the dip should be done by your Vet.
