Yes. Courts have ruled that Mr. Obama is an American citizen by birth and is therefore eligible to be President.
Many Americans do not have birth certificates, having instead substitute certificates. This occurs for many reasons. This writer's father was born in rural Idaho and had no birth certificate because he was born at home with no doctor present. Most home births today have a similar issue.
Mr. Obama's certificate of live birth is as valid as any birth certificate. Also, his birth announcement appeared in the local newspapers in Hawaii a few days after he was born.

President Obama was biracial (mother was white and from the United States, father was black and from Africa).
