Should a 15 year old shave there legs mine are pretty hairy an I shaved them and didn't use water or anything just the razor and just kinda trimmed them not shaved completely is this normal?

Well, that is normal for 'dry' shaving, but most people don't do that.
When you are in your bath or shower, you can rub your legs with soap, then shave them. It will be far less painful, and the hair will be cut off fairly completely. Use a lotion that comes with a little alcohol in it to rub on your shaved legs to keep them from stinging.
