On older pre 1989 vehicles the answer is usually yes, but on newer vehicles the answer may be no. on newer vehicles the low beam light will shut down. This is in the desighn of the switch,
Yes they should.
The low beam lights should be set up as the outermost headlamps. All 4 will be on the when the "high beams" are switched on
All vehicles are required to have low- and high-beam headlamps. If your low-beam headlamps both fail after dark, try switching to high beam. If the high beams don't work either, switch on the emergency flashers. In either case, get the car out of traffic and off the road as quickly as safely possible.
Headlamps originally designed, built, tested, and certified as HID headlamps are legal in all 50 states. So-called "HID kits" to convert halogen headlamps are widely available, but they are (all) illegal and dangerous; halogen headlamps must use halogen bulbs.

No, you should not use high-beam headlights at all in heavy fog.
if your dims work, but brights don't then it's probably your high beam switch.
Don't do it. "HID kits" are widely available, but they are (all) illegal and dangerous. The only legitimate/safe/legal HID conversion is to install complete HID headlamp assemblies designed, built, tested, and certified as such. Halogen headlamps mustuse halogen bulbs. If you're smart, you don't use aftermarket headlamps, either. Most aftermarket headlamps give much worse performance than new genuine (factory/original/stock) headlamps.
The low beam filamint in your headlight bulbs probably popped. Try changing you headlight bulbs
if you mean the Toyota hilux type and usually most other vehicals the main beam is on the arm that you turn your lights on with all you have to do is gently click it towards you and the blue light on dash should show which means your main beam is on click again it should return to low beam with blue light out hope this helps you out.
