It is a good idea to do this for the main reason that it will be a most helpful thing for the youth of today to know simply because most of what we do today includes, in some small manner, computers or their equivalent in Smart Phones, Ipods, Tablets, and so many more devices that come into the hands of children. If we were to make it mandatory for schools to teach kids about computers and the internet in a safe environment it will help them learn to do these thing safely and to help them know the difference from fake media that people post that lead the youths of today to such extreme emotions and real media that will have a positive influence on their life.

Should education up to secondary level be made a fundamental right?

World wide differences in what and how an education entails make this a difficult question. In the USA, education to ANY level should be a fundamental right. If we were to educate our own people perhaps it would be easier to answer this question in terms of a world wide 'right'. The current state of education in the world is too fractured and combative to produce any kind of educational 'rights'.
