You are making an inference about the motives of the executives in question, that they try to control projects just to remain in charge, which may or may not be valid; you do not necessarily know what they are thinking or what all of their motives are. It is true that some people exercise power just to make themselves feel important, while others are sincerely trying to do a good job and to fulfill their actual responsibilities. Executives do have responsibilities, that is why they exist. Share holders would not be paying their (often excessive) salaries if executives did not serve some actual function. If you, as a person who is running some kind of project, believe that your work is being interfered with by power mad executives, perhaps you should form your own company in which you will be completely in control of your own work. Or, you can appeal to even more senior executives, or to the board of directors or to the shareholders, to overrule the meddlesome executives. Those are some of the options.
