Absolutely. That's why there is a gear selector on both manual and automatic transmissions. It is there for the driver to use, not just look at. Downshifting aids in controlling downhill speeds as it used the engine as a brake. using a lower gear while climbing also keeps the auto transmission from constantly shifting.
