Some carriers include Canada in their texting plans, but some don't. You need to ask your carrier for specifics.

I fully believe you can. My brother and I are both 16 and live in the States but have multiple friends in Canada. We text our friends and receive texts from there all the time and have never been notified of a larger bill.
Texting from the U.S. to Canada is charged at an International texting rate. You can get an international texting plan to save money.
