Some, yes, but not harmful or debilitating tests. Only testing that does not permanently harm animals should be used when the products are not vital to the health interests of humans.

If you believe that it is wrong to hurt animals unnecessarily, then you should be against testing makeup on animals. Makeup is not necessary; therefore, it should not be tested on animals.
