absolutely for primary education. for what other purpose does a teacher teach???

Teaching is profession as well as vocation.Teachers are supposed exactly not only to teach but to educate, especially where the child΄s frame of family or society is not proper.

However, the child is equally, if not more responsible for their education. The teacher cant teach the child unless the child is willing to learn

To an extent. But even with a lousy teacher, it's still possible to get an A, (just a lot harder) and it's certainly possible to fail a class with a wonderful teacher. Teachers are partially responsible, I think, but certainly not completely.

To an extent, yes. A teacher should be able to control her classroom, but not by punishing students.

Classroom discipline is an art that is learned through experience. Many teachers' colleges have a course or so in it, but it takes time to find your voice and style. The best situation is for the teacher to have full cooperation of the school administration and parents. That means, what s/he says goes. Also, there are disruptive students everywhere, but structured environments help. A good school lunch program with nutritional foods (vs coke and a donut), as well as full-on physical education at midday for the worst of them can work wonders.

Would you have asked that if you didn't think they should? You were a child once and had to learn how to read and write. The most important thing about education is to be able to live in the world without being made a fool of. Imagine if you couldn't read a sign that said BUY ONE GET ONE FREE!! How much crap would you lose out on in life? :D
