I think it all depends on how heavy the teen is. If you are an unhealthy or overweight teen you should go on a diet. I myself lost 30 pounds when I was 12, it makes a great difference in your life, considering i was 154pounds. Being under weight is not good either. But as a teen you don't have to go crazy over your weight. Relax and enjoy life while you are young!

Some do, some don't, some have too little, some have too much. During the early teen years, most individuals find they have less body fat simply because the energy stored in their fat reserves has been pulled out to fuel the growth spurts and bodily changes of early puberty. However, in the second half of the teen years, as the growth rate drops some individuals (particularly girls) often find themselves carrying a little more body fat. This is still normal - both boys and girls are supposed to have body fat, and girls should have slightly more than boys.
