Preemptive action against what? Nobody is preparing for war, nobody is building their military stockpile (aside from the US, of course) and any country even remotely interested in attacking/declaring war on the US would at minimum need to be nuclear capable; their best chance is still only a draw. The Bush doctrine is just an excuse to imperialise weaker or less stable nations and out them under US control.
