Light should come on for 4 secs and then go off. If it stays on or doesn't come on at all then you have a problem.
The infl rest light is just your airbag safety system it should blink a few times when the ignition is turned to on and then it should go out!!
It is a possibility that the Airbag light does do a self diagnostic (Most cars do), and that it does not come on is because the bulb is burned out (The reason self-checks are performed). Check the bulb first, or try replacing it with a known good bulb, then try it again.

To remove airbag, you would need a torx bit tip screw driver, buy it on line $6.00. Back of your steering wheel you would find 3 screws or 4. unscrew those and disconnect electrical connectors very carefully. Airbag is out.
