Makes no difference if the engine is warm or cold. Just make sure the engine has not been run for at least 30 minutes before checking the oil level. This way you will get a very accurate reading. I normally check my oil level after the car has sat overnight.

The main symptom of power steering (PS) fluid overflow from its reservoir is from an incorrect level. It is advisable to shut of the vehicle and check the level. There is the possibility it has been over-filled. Correct the condition, restart the engine and turn the wheel back and forth to circulate the PS. Recheck for spillage conditions and level.
