In the US, it should provide the best plan it can manage for citizens and for anyone here legally. It should provide basic emergency care and directions home (with no citizenship via anchor babies) to anyone here illegally. I know this may sound draconian. The truth is that there is no such thing as FREE healthcare. It costs someone something. Who pays for it? Doctors don't donate all of their time with people who have coverage-- it's the coverage plan that pays. Isn't there (or shouldn't there be) a limit to what non-citizens should expect to be given without cost to them? It must be clear by now that the US economy is not an endless supply of benefits for anyone who comes here. I have nothing against immigrants and legal Immigration. We are a nation of immigrants. But there are problems with immigration, and they bother many, many people here.
