Well yes and no. It should more around in a circle when the engine is started. The rotor should not move except a hair with the engine off.

remove the distributor cap. turn the motor by hand and watch the rotor on the distributor. once it moves turn the motor the other way. if rotor on distributor doesnt move amost imidiately after you start tuning motor by hand the chain has some stretch in it and most likely should be replaced. the motor will run noticably better with a good tight chain. if its a factory chain with nylon gears it is junk anyways. replace it with a quality metal geared set.

The distributor drive is a little shaft with a gear on the end of it that meshes with a gear on the crankshaft. Your first task is to be sure there's not one in there already. Stick your distributor in the hole where it goes, shove it in as far as it will go, and turn the rotor. If it meshes with something in there, you've got a distributor drive.
